Rim Structure Question? MS-01

I plan on buying these MS 01. I need help identifying what that blemish is, or what it might represents. Your knowledge is much appreciated!

What I was concentrating on was the small abrasion/ bumps along the spoke and inner lobe. It looks to me like some kind of deterioration. Any one know how long wheels will last before they begin to erode?

From my experience, bubbling paint is a sure sign of rust.
