Mystery Center Console Piece...

So i've finally figured out that the 12V outlet in the back of the center console would be an awesome place to run my power wire for my GPS, but i've run into one questionable part.

I searched it out and couldn't find anything that pertained to the peice i'm talking about.

It's the peice located right directly in front of the forward cupholder, on the passengers side. Looks like a peice that might be clipped onto the console, but might come out. Does this peice have a purpose? It it removable? Just a little curious if anyone knows the purpose for this "clip" being there.

Just thought that seemed optimal to run through the hole that the peice seems to be covering, which would neatly cover up the power cord as opposed to it always sticking out like a bad eyesore in the front 12V outlet.

Let me know if any of you know anything about the purpose of this peice.

and that was exactly what i was hoping to hear...considering how i'd be running a similar sized wire back to the rear 12V. Any issues with any hardware blocking the opening once the cap is taken off?
