Be aware I'm loosing 283$ because of that guy that.
I payed EXACTLY as he required and now is complaining he received less and ask for additional 47$.
But I do...I can't understand...so?
I need 47$ more to proccess this, nd this time send under payment owed

The contract was clear and you doesn't respected it.
Paypal confirm no transaction problems, so you received 273 bucks.
(Just a note: you admitted to received USD 223, you are requesting for additional 47, but 223 + 47 is 270 and not 250 as in this sale
[EDIT] Just a question: why did you accepted the transaction if the amount was not correct?)
So I offically (and here publicly) request to you:
option 1
you contact Paypal, refuse the payment for error and ask him to refund me of USD 273.
Or you transfer back this money on my paypal account with payment owed all fee at your charge. Means probably you'll pay USD 284 to be sure I receive 273 clean (Paypal allow you to verify the money I receive before sending the payment).
option 2
Send me the item this week.
