That's the cooling fan control kit from RX8Performance, or something similar to it.
Basically, it keeps the coolant temperature lower by telling the fan to come on earlier. IIRC it keeps the coolant temp below 90 C instead of the factory 98 C.

I'm just wondering if it's working properly. My S1 fans are louder than the S2 fans after engine is switched off when hot. I was parked for 5 minutes today with engine running in 107f 42c heat and temp gauge went over half way

Ok cooling fan comes on when cold and stays on all the time . Checked up to operating temp. Maybe whoever did the mod didn't do it right ? So maybe just one fan is working hence it went over half when idling today ?

Sounds like they might have forced fan 1 to operate all the time. Hard to conclude without being near the car, but faced with such a situation, I'd disconnect any wiring associated with this mod and restore stock functionality. If you still have heating problems then we can diagnose from there.

This the correct stock setup. The extra relay in the green circle is for the optional seat heaters, and I wouldn't be surprised if Australian cars don't come with them.
The previous owner set it up wrong, BTW. The instructions say that you need to replace fan relay 1 and 2 with the provided units, except the kit is designed for S1, and while it works for S2, fan relay 2 in S1 is called fan relay 3 in S2 and vice versa, so you need to pull out fan relay 3 on an S2 and replace it with the relay in the kit. If you wish to use the kit, the two relays in the red circle are the ones you use.
I also included a picture of the relay for fan relay 2. It's a different unit compared to relay 1 and 3.
