Bhr midpipe and hjs cat = catalytic not functioning well or defective?

I'm in a condo and got sent a really nasty letter with threats from the corp that my car is suddenly non compliant with emissions and such within the building. Out of nowhere.

Its a series 2,2009 r3, at like.... 195k

I replaced the oem cat cause it was basically dead. That was several years ago, to my knowledge everything functions well enough.... Not the best but I don't see how this claim showed up. My main question is how would they know should it be the case. A mechanic would have to get in the car and inspect, or under the car. The letter didn't explicitly state that it was their belief that there is no cat on the car (there most certainly is) or that its not functioning (perforated or leaking is there exact words, but maybe not functioning may be accurate who knows). The car passed emissions back in.... 2017? With the same setup. In 2020 the car was not driven for a whole year at all. This seems like nonsense but maybe someone here can offer some contrary insight. I'm probably looking at bringing it in to some places to get it inspected along with the letter as is. Thanks
