when to start using summer tires?

My car came with winter tires and I have a set of wheels with summer tires ready to go, but what temperatures should you be looking for in order to use them?

It's starting to get nicer how around here 50s-60s but in the mornings its still kinda chilly, like 30s.

When it is above 40 degrees at night. If you have summer tires, Temp's below 40's may cause flat spots on the tire.

My '8 comes out of hybernation April 1st each year. But if late cold/snow I still drive the Jeep day to day until it passes.

All tires will of course warm up in use, but summer tires when it's initially cold are pretty dicey.

I have had summer tires on all winter here in TX. I didn't drive in the snow or ice though. The summer tires can handle the 30's just fine. exta spts

looks like I have some time to wait.. average lows are like 30s even to the end of the month...

I was hoping to get a very good cleaning of the car done and wheel swap soonish.

It really depends on whether you have alternative transportation in case of late snow or, if not, if you don't mind switching back to snow tires. Depending on the summer tire, most are fine in the upper 30s, as long as you realize the traction won't be nearly as good as in warmer weather, but it may still be better than your snow tires or even many all-season tires at the same temperature. Flat spots in the morning are not really a problem on most tires, they fix themselves in a couple of minutes. Note, however, that there a few very high performance tires that can be damaged in very cold temperatures, but most will be fine.
