Loss of Power Above 5k-6k RPM

So I'm stumped here. I recently ordered and installed a brand new set of OEM NGK spark plugs and I'm getting power loss anywhere between 5000-6000RPM. Anything below 5000 RPM feels completely normal and pulls like it should in all gears. The second I hit anywhere between 5 to 6k RPM, the car immediately loses power. It's the exact same feeling as fuel cut off. This occurs in all gears, and even in neutral. When it happens in neutral I get a CEL (grey code) for misfire in cylinder(rotor) 2. It should be worth mentioning that the sudden power loss occurs randomly but seems to consistently happen between the 5 to 6k RPM range. When the issue occurs the car will absolutely not go above 6000RPM and acts similarly to when you hit fuel cut off.

I have tested for conductivity in all 4 of my coil packs, wires and spark plugs. All ignition parts are functioning 100%. I have inspected my catalytic converter after 40km of heavy driving and it doesn't glow at all. I have also done the "20 brake stomp" to reset the e-shaft sensor to no avail. My car has always been completely warmed up before even considering pushing it hard.

Anyone have any idea what could be wrong? Is it possible that a spark plug, coil pack, or wire could fail under load but function fine otherwise?

Have you cleaning the ESS and MAF sensor?
Might try that. I'm not sure cats always glow when they're bad, it might be worth dropping it to inspect the strata just to be 100% sure it's OK.
