BTN Fuse? (Fixing Power Steering)

Alright, so I've been troubleshooting my power steering for a bit now. I pulled a 1342 code off the OBD reader. Went through the troubleshooting for that. The 1a connection on the eps module connectors was grounding out. After some more isolation, I traced it to the fuse box. After pulling all the fuses, it was no longer grounding out. Started putting them back in, and there are a couple that cause it to start grounding out. With them all in now, it's about 3.8m ohms. The 30A BTN goes down to about 10kohms pretty quickly. When I pull it back out, it goes back to 3.8. The EGI was being weird, but with the baseline at 3.8, it didn't change when I hooked it back up. The multimeter I was using was kind of weird when resistances changed going back up to the 3.8 baseline.

From what I could see the btn might go to power seats and some radio controls. Is it necessary to run though? I can do without that stuff if need be. Is the 3.8 mega ohm resistance pretty normal with everything hooked up? I'd like it to be completely open... I've never shot these wires before, so I don't know what normal is. I don't have a problem with my battery dying or anything like that. Just the power steering.

Any help is appreciated. Thanks guys!
