and I am wondering if someone could fill me in as to what it does?

I tried searching the forum but could not find much info. Is this similar to a grounding kit?

I just picked up one of these, but haven't installed it yet. I didn't open the main housing, as the screws were too tight to do so without messing 'em up. It appears to be a parallel capacitor system, where the capacitor stores a charge and then releases it if/when the voltage drops. And, if a parallel capacitor rig is the same for the DC in a car as it is for the AC in a house, it should help filter out extraneous electrical noise (I use several capacitor boxes for my home audio rig). The red lead attaches to the positive terminal on the battery, and the negative goes to body ground. I have to figure out where to mount the box -- the 8's engine compartment is kinda cramped. I'll post back once I get it installed, and note if I can tell any difference.
