Does race pipe + catback + premix = popping flames?

a stock rx8 can pop small flames. removing the cat gives you what you see here

I have yet to blow even the most miniscule of flames off my stock exhaust ... silly USA and its emissions laws

i'm pretty sure one hole is for fuel and the other is to pull out air so the fueling process goes faster? Please correct me if I'm wrong.
