I think they took the quote "20% improvement in fuel economy" and applied it to the Rx7's EPA highway estimate of 25.
I'm not expecting 30 MPG on the highway normally, but I wouldn't be shocked seeing some posts in the next year about people approaching that on some long highway trips (albeit driven very delicately). |

My FD gets around 12MPG city, but gets around 22MPG highway.

On long highway trips, I have gotten as much as 29 mpg in my 1988 FC GTU. More typically it gets about 18-22 mpg, but if a 15 year old FC can get 29 mpg I have no doubt that an RX-8 could reach 30 mpg on a long stretch of freeway.
