specs on kbb.com (high mileage)

I was just looking at the Kelley Blue Book web site. I see that the RX-8 is finally there. The specs are a little off.
Horsepower 250 @ 8500 RPM
Torque 159 @ 5500 RPM
Max Eng. Speed 9000 RPM
Transmission 6 Speed Manual
Drivetrain Rear Wheel Drive
EPA City 20 MPG
EPA Hwy 31 MPG

Did Mazda start with a mileage claim of 31MPG at 250 horsepower? My car couldn't come close to that in its dreams! I don't remember Mazda ever saying 31 but I have only been watching the numbers since Febuary.

I also noticed that the Mustang Cobra has a $1000 gas guzzler tax at 22 MPG. It's a good thig Mazda lied about this one to save us all $1000.

I may be mistaken about this, but I don't think the gas guzzler tax kicks in as a function of the actual MPG rating -- I think it has to do with the engine displacement. Because if it was the MPG rating, wouldn't almost all SUVs and pickups have a guzzler tax?

Edit: Never mind, I just found out the gas guzzler tax does not apply to trucks. Here's a reference:
