California Emissions

So i heard that cars in California are designed to be with less HP. Is this true? Im asking because im considering buying a car in California. ALso:

1) Are there anyways on changing it so that the HP is stock ?

2) Do you think this should be an important factor that decides whether i buy the car or not ?

3) also is it true if i were to put a new flash on the car that it could possibly mess up the cars ECU ?

Thanks

I don't think the RX-8 takes an HP hit in CA, but some of Mazda's others cars do like the 3 or at least it was that way a few years ago when I was looking to buy...I recall reading a disclaimer on Mazda's website that the CA version of the 3 was 144hp vs 160hp everywhere else, but at the time I didn't see a similar disclaimer for the RX-8. Hope this helps.

California emission standards are more stringent than federal. At one time most manufacturers had California models and 49 state models. I think those are in the minority these days. I don't think the RX-8 has a separate California model.

I agree, most manufacture's build their cars to the 50 state standard.

Eh not exactly. When I write an estimate (I'm an appraiser for an insurance company), I have to check off options. The estimating system I use has dozens of options I have to check off and one of them is California emissions. I would say 80% of the car's I see do not have CA emissions. It must be listed on the under hood emissions label, and most of the time it is not.
