Has the scanner worked for you in the past? Is it OBDII?

For my scanner to connect I have to turn the key to the run position and sometime cycle it if it doesn't connect the first time.

Check device drivers as well. Sometimes they are outdated or not installed on the computer.

Is the wiring harness damaged? That's definitely a new one. Does the car run?

The car does run. The gas pedal doesn't do anything and the cluster doesn't work either... Powersteering is not working also I bought this car with a blown motor thinking I was just going to swap motors... Little did I know this car had other problems .

My scanner is fine. I've tested on my other rx8.

If the cluster and gas pedal are out, it sounds like the cabin harness isn't connected to the ECU. Silly question, are both ECU plugs secure? Front right of the engine bay.
