Can't post in DIY. No OBD2 connection,

I recently purchased this:

I installed all the drivers and software for it and still can't connect to my computer. I know it's not the car because I used bluedriver and it threw codes but this one cannot seem to connect with my laptop.

it could be the laptop try another one if possible thats what I had to do for my cable
