Mazda having trouble with building cars in Mexico
 
Apparently, people are robbing the trains that bring parts and supplies to the Mazda factories:

I don't have any comments on Mazda building cars in Mexico, nor on the living conditions that lead the locals to rob trains in order to survive.
I'm just glad it hasn't been blamed for lower vehicle sales in the US as of yet.

Poverty, and a pervasive culture of organized gang crime.
The authorities cracked down on the gangs stealing fuel, so now they've shifted their focus to trains.
They likely pinpointed this community as a logical place to commit these crimes since it appears to be a poor agricultural region, probably in a remote area, that doesn't benefit directly from the industrial or commercial products being stolen.
A community dependant on those industries would be more resistant to corruption.

It's not unique to Mexico.
America had a period of lawlessness, violence and corruption during Prohibition.

Yes, this started when the Mexico Factory first opened years ago, even production staff were stealing.
Cant remember exactly but Mazda Mexico removed keys as these were being stolen out of glove box when being shipped.
