I think it takes more than 1.5 hrs for the effects of alcohol to wear off, especially if you drink until 6am. If you drink, just take a cab home. It's too late to regret after you kill someone on the road, cannot rewind or reload a saved game. Even losing your license at a road block is not worthwhile.
