rim offsets are a standard or different from rim to rim??

well I been looking at alot of rims and tires lately and another question popped into my head..........as an example; is a 40mm offset on lets say a racinghart rim the same as a 40mm offset on a tsw?? this came up when looking at different shaped spokes.......lets say you got a 40mm offset with a straight spoke that is flush with the rims outer edge and a 40mm offset with a curved spoke with a 4 inch lip?? how does this work??

sorry if you think its a stupid question but Id hate to order a rim with a offset that people usually order only to find out that on a particular rim you needed such and such offset and now the rim hits the caliper
