Steering issues/stability issues

Hey yall,

Looked at an 8 today thats a bit of a project. The only things I don't know about fixing(and owner doesn't seem to either) are some steering/stability issues.
1: when under medium load (i pulled in second gear up to 5-6k rpm) there is major stability problems, the steering was jerking back and forth, I couldn't push it as hard as I wanted to test the engine because it felt so unsafe.
2. The steering itself felt fine, maybe a bit loose, except when near full lock, the steering almost seemed like it was pulling itself harder in the direction I was turning. There was also a kind of noise I could hear when traveling low speed, sounded like something rubbing up against the right front tire, but myself or the owner couldn't see anything visibly, and he says he's had the tire off and couldn't figure it out either.
3. The ABS and TCS lights are always illuminated. He did say the car needed new tires, and I looked up these issues and it seems to be related to it, but I dont think poor quality tires could be causing the other issues? But perhaps I'm wrong on that, I have 0 experience with steering related issues, every car I've owned has never had any steering problems
