Bad wheel bearing?

I've been having an insistent scraping type of noise coming from my right rear wheel. It's pretty much constant, it's makes the noise while driving around and hitting the brakes kind of changes the sound a little but doesn't go away. Could
It be the brakes? Would bad brakes cause a noise like that even while not pressing the brakes. The car sat for a few months during winter with the e brake on and when I first went to move it, it made a loud metal crunch kind if sound. A week or so after that it started making that sound. Any ideas?

Check your parking brake to see if it still works, it could have seized up on that wheel & is making the pads rub on the rotor.
Possible broken caliper bolt allowing the caliper bracket to rub.

I wouldn't be surprised if it's wheel bearing, the car is getting old.

without hearing the noise in person it's really hard to tell.
