How to flash ECU to M-Spec?

What exactly does this mean? I've heard that if you modify the stock ECU that you can gain instant horsepower already since our ECU's were programmed to pass California emissions (so I heard from the dealership)...anyway, anybody know what I'm talking about? Thanks!
