Hazards keep flashing and weird buzzing noise

So ive had the 8 for about 6 months now and am still trying to figure some things out about it but about 2 months ago my car wasnt starting i would try to turn the ignition and my hazards would just go off and the horn would honk like crazy. Pretty disturbing towards the neighbors im sure. Anyway i took it to the dealer after finding out i wouldnt be able to do much about it myself and they pretty much told me my main fuse was blown and i had some weird wiring going on down there from the previous owner.. 135$ fix not how much i would wanna spend but not too bad either

Now fast forwarding to present time just last night my Hazards kept blinking dimly so i thought i forgot to turn off the lights or something but instead my hazards were going on and off. So i got in the car and there was this weird buzzing noise going off. Car started the first time hazards and noise were still going.. shut it off and tried to start it again wouldnt start.. tried one more time and it started.. this was at 1am so i wasnt too into it so i just pulled the negative off of the batt. Now when i go to start it still starts but hazards keep flashing and buzzing only occurs when the vehicle is off any help would be great before i take it in...

Also. engine check light comes off and on sometimes for an emmisions leak but goes away when i do small things (changing gas cap.. let the car warm up a little more.. etc.) and it was raining last night a little but every morning after a rainy day i can feel small drops hitting my leg when im about to drive (started occuring after taking it to the dealer the first time)
