Flashing CEL While key is in ACC

Curious if anyone else has experienced this? I haven't found a thread describing it...
Vehicle Details:
2004 GT manual
94,000 miles
Aem intake
B&B test pipe and catback
Cobb AP (MazdaManiac tune)
Issue:
When I turn the car on, engine NOT started (key turned to acc). All the dash lights come including the CEL. If I wait about 15 seconds the CEL flashes a few times (aprox 8 times) and stays on until I start the car.. I have connected the AP and used the code reader. It gives me a P0000 and 4 tpms errors .i don't believe the tpms is causing issues as I have my stock wheels on at the moment. I'm am not sure what is causing the flashing CEL. I have read that flashing CEL most times (95% of the time) is a misfire. But is this the case when the vehicle isn't started?
