Need answers quick, Just had my Compression test done at 98700 miles

Car was running a little rough, I replaced coils, then plugs,
I just had my compression test done, and there are problems.
Now the Dealer is saying that i need a Catalyc Converter. (over $1300)
I just had an inspection in august and the emissions came back fine, and its the factory Mazda Catalyc Converter!

I'm really getting mad at dealing with the Dealership!!
They're trying to screw me over.
Took it to the Rotary Engine specialist, and they said it's the motor!
What should I do?

Also there is no check engine light, and i had the car inspected in august and it passed emissions.

Compression numbers are worthless without the cranking RPM noted

Isn't the CAT still covered under the emissions warranty??
