I believe that the EVAP system isn't checked if the gas tank is full or empty either (<15% or >85%). Most of the EVAP DTCs have that requirement, but I can't find the specific evap monitoring condition requirements for the readiness test yet to know if that same rule applies for the readiness condition.

There are situations similar to yours (and how mine unfolded) where folks are fine up until the point the air pump is pulled and due to less than perfect memory on our part we make statements like "it always worked before" not realizing that the characteristics of the test changed in between the annual chore.
There's also the possibility that eventually all the other tests pass and since we're allowed one failure folks squeak by. I've never taken the time (like I'm sure is the case for just about everyone else) to be purely scientific about it. It tends be a race to get the stupid thing to pass then that knowledge gets filed away for the next twelve months. The past two years I was happy just to pass and honestly didn't revisit the whole readiness thing again until the following year. Some follow up in that regard would certainly help put this one to rest.

For my part, the pump was still installed, just all electrical connectors unplugged because I was catless and the solenoid was failing (screaching) and i didn't want to hear it. I know that I still passed my readiness tests on the Cobb flash (from MM), because I spent most of the time while driving with a Torque up on a tablet, and the readiness monitors was one of the screens I had in the corner of the page. All were "Passed" except after a battery disconnect, and they went to Passed within a reasonable period of time.

The ECU has no way to monitor that the pump is actually supplying air to the exhaust only that the pump is connected and working. I do not have the hardware anymore to actually conmext it to my exhaust manifold so I was going to just plug it in and let it sit in the bay.

I still have my pump since my oil tank is mounted to it. I wonder if a resistor across the connections would fool it into thinking you still have a pump.

Team is very likely on to something root cause wise. I'll check my test status tonight and let you know as I physically pulled the pump minutes after passing

My cars pass emissions all the time in many States* in all different states of tune.
All the PCM needs to know is that the sensor is physically present. The readiness flag will be set in a couple of drive cycles and the MIL will be off.

Just looked... Everything but secondary air shows as passed as I expected.
My secondary air is similar to yours ... 5.12 with a threshold of 4.992
Keep in mind this is AFTER I had my air pump connected as part of passing emissions in 12/13.

Yup, my Evap flipped on last night. I installed my airpump this am and did the drive cycle and still no change. So I still have secondary air and heated oxygen sensor. One of those needs to flip or I am screwed. Also sitting at 110 miles.
Any thoughts on why, even with the pump plugged in your are not seeing readiness?

Going through this same issue now. Masked air pump code with AP, put the air pump back in ~500 miles ago. Have heard/felt the air pump pushing air into the engine bay. Also connected the pump to the solonoid. My Secondary Air and Evap still won't ready. I just did an engine rebuild so I'm not sure if the EVAP is gas cap related or something else since it's a complicated system.
Still having issues getting the monitor to ready. I'll try the procedure tonight and see if that works.

I had to reinstall my airpump completely, the O2 must read a lean condition from the pump within 5 seconds of turning the car on or that monitor will not become ready.
Also readiness codes fire in order, and the airpump code is the second to last code to activate, meaning it has to be ready for inspection.
Masking the CEL with the Cobb will not work, you actually need the pump.

Often if there is no CEL...and some of the monitors are set they will let it pass
