Yeah, tuning requires alot of experience and alot of time spend with a car and a dyno.
You have to understand how an engine works, and what is ideal for your application in terms of timing, a/f etc.
The best way for you to learn, would to get a job an a mechanic at a tuner shop somewhere.
You will know how to tune correctly once they let you work un customer cars.
My guess is a few years!
