Sounds like a great deal, wish you were local.
I'm new to rotaries, but does "won't turn over" typically mean a compression issue? I would have assumed that points to something like a starter/battery issue rather than engine. GLWS.

It cranks has fuel and should have air starter was replaced fuel pump was replaced cat was replaced but cant confirm no compression but everything seems to point to it but not confirmed it could be something else i dont know when going to start engine sounds like its just free spinning at a higher rpm then normal and then it beeps at me three times coils and plugs were replaced recently oil changed regularly. Was driving on highway going about 75 in sixth then engine stuttered rpms fluttered and dropped slowly and throttle did absolutely nothing i pop started it while slowing down from my moving speed and it started and rpms just dropped at the same rate throttle still did nothing kept trying to pop start and same results got it down to 20mph and then gave up tried starting again hasnt started since. On decel engine was running as if you just took your foot of pedal but when you put it on nothing happened. Fuel pump also sounded like it wasnt priming when key was turned had a bunch of cels pop up mechanic said through his starting efforts engine got flooded so i would assume fuel pump is working... thats pretty much a full write up on what happened before it stoped starting
