Hard to tell if the paint is the same color from that angle, though..

its the same color, and you have to remember that winning blue changes to purple in the sun, but its a 99% perfect match, not 100%, nothings perfect i guess

the paint looks almost non-reflective... from the pictures you posted the eyelids are a completely different shade than WB
I like the aggressiveness though

you can either buy the actually paint from a local supply and add the additives (if you have the equipment i.e. paint gun and air compressor) or you can get online and find a bottle of spray paint in your color (10 -20 dollars)

yeah i got the spray paint 27b can and clear coat, good tip on them.

paint was still drying before anyways, it takes a few days for the true winning blue to shine, it was really really dark blue when the paint was wet

its a modification that helps reflect the light off on top, protects the lights in alot of ways
