Most of the "road/track" that you see are actually "real street roads"
they just block/close off a huge chunk of the street roads for the event (every year)
That also explains why the KC Racing R35 (GT-R) crashed on the first Corner. ROFL. when it was approaching the first corner I was like hey isn't that a little too fast ? (GT-R had crazy fast acceleration)
then the car under steer and Boom. DNF. LOL
Speaking of the GT-R, KC Racing spent quite a lot of time and money on it, with PPG Gears, specially tuned suspension, a lot of custom ****. oh well.
I was there when it happen ... ahhh that Rotary sounds freaking sexy in person

Is that the same 13B-MSP Renesis engine you get on a regular 8 but with turbo and some other mods?

Its 13B-REW I believe.
As of this writing, I do not believe there is any 13B-MSP that can go 500 ps without blowing up on streets. Not even talking about Racing.

Well supposedly Esmeril hit the 500whp mark with their one off 13B-MSP turbo set up and porting. No real proof though
