Diagnosing properly is going to be more productive for you.
DTC P0172
Add to that list it could be a MAF problem as well, under reporting the airflow.
It is most likely that the problem is going to be a dirty MAF that just needs cleaning or a failing front O2 sensor. Cleaning the MAF is really cheap with a can of MAF cleaner. Reset your fuel trims after doing this and see if the problem persists. If it does, then move on to testing your front O2 sensor with OBD2. A bluetooth or wifi adapter paired with your smartphone and an OBD2 app is the cheapest method, and one of the most cost effective tools you can have with a modern car.
DTC P0172
DTC P0172
System too rich
DETECTION CONDITION
• The PCM monitors the short term fuel trim (SHRTFT) and long term fuel trim (LONGFT) when under closed loop fuel control. If the fuel trim is less than the specification, the PCM determines that the system is too rich.
Diagnostic support note
• This is a continuous monitor (Fuel system).
• The MIL illuminates if the PCM detects the above malfunction condition in two consecutive drive cycles or in one drive cycle while the DTC for the same malfunction has been stored in the PCM.
• PENDING CODE is available if the PCM detects the above malfunction condition during the first drive cycle.
• FREEZE FRAME DATA is available.
• The DTC is stored in the PCM memory.
POSSIBLE CAUSE
• Front HO2S malfunction
• Fuel line pressure malfunction
• Fuel pump unit malfunction
• Purge solenoid valve malfunction
• Fuel pump speed control malfunction
• PCM malfunction

You are going to have to provide quantifiable data. Not all cars have the same mileage as every other car. At least I assume you mean gas mileage and are not complaining about a fuel tank leak.
If you think 9mpg is "wasting gas", you are correct and there is something you can do about it. If you think 24mpg is "wasting gas", then you are still correct but there is nothing you can do about it except trade in the car for a more fuel efficient one.

Every single "ECU chip" is a complete scam for our car. At best it's the same as taping a couple $100 dollar bills to your ECU, at worst it can
