this person must annoy the living crap out of everyone

No, a person must not. And if that person does try to show up, he must be banned immediately before he thinks he can do whatever he wants in that forum.

We don't do flame wars (read the forum rules - we wrote them for a good reason), and we aren't interested in someone intending to annoy the living crap out of everyone.
