the term is defined differently for every person. example:

For one persom a streetable car does not necessarily have to have AC.

For someone else, it does.

Yeah that car is steetable. It is not a full on race car. The easiest way to see that is the ridiculous spoiler and body kit. They certainly are for looks and not functional race parts. Really, the only things that make the FD not streetable is removing your smog equip by running a down pipe and mid pipe (thus removing cats) and removing your air pump. Also slicks are a giveaway that the car is for the track only. Lots of HP and performance parts added (even things like racing belts and roll cages) do not take away from a cars streetability--is that a word.
BTW, different states do have different rules about how you can mod a car.

He's quoting estimated crank HP, not wheel HP.

Car looks good, but I dont think the work to keep it running will be worth it, unless your a die hard rotary freak with a ton of spare parts, time or money.

BTW, with 425 rwhp an 11 second pass is not weak, especially with street tires. That is exactly what the car should run.
The color is very cool and it sounds like its been modded properly but once again I hate those spoilers and I am not a body kit type of guy. If he really wants 30K, then the seller is delusional.

Damn, some people have no appreciation for a well worked out car. Yeah, the spoiler is over done and the side skirts could go, but that is one hell of a ride....

doesn't matter. i wouldn't buy some car somebody else tuned, no chance. i'd buy it for no more than market value minus a whole lot for it being "potentially damaged", then compensated for all of the used extra hardware (meaning at or maybe a little more than market value of a nice, stock 7).

If that car was black, it would look like a mini Batmobile. How will Mazda be able to pull of a better looking RX-7. That is close to perfection (and 10 years ago too).
