Could the couple have been remarkably rude to the police officer, thus instigating a bad situation themselves? Possibly, but why flag down a police officer and be rude and make a problem - that doesn't seem likely.

I guess you can find bad police officers just like you can find bad anything else. If the story is what the couple claims I hope the lady police officer is fired and punished. Being a law enforcement officer is too great a responsibility to abuse by arbitrarily tormenting harmless guests in your community.

It wasn't Baltimore. It was Cherry Hill. That is Prince Georges county - the crime capital of Maryland. Also referred to as the "Armpit" of Mryland (the way it is properly pronounced) for multiple reasons, not least of which being its geography.
The cops there are savages (there have been several cases of cops going home to kill spouses/relatives/dealers while on shift) and so is the population.
