the Dell guy just came and fixed my computer. Only took 2 minutes. He took out a screw that was put in by the manufacture. He said the screw stuck the fan on that speed and since this computer runs on a sensor that adjusts the fan, I didnt need it. He also said the fan will never get hot enough for the fan to be annoying. Thanks everyone for the help. ;)
