Is it a coincidence that these have been the only funds slashed by this administration. Everything else was just funded more tax dollars :(.

It probably won't go anywere. As noted in the story, the Senate has no companion bill and no apparent desire to adopt similar cuts, and the admininistration itself is against it, so it will probably simply amount to the House Republicans pounding their chests and using it as campaign fodder in 2006.
