For the project I'm creating a retro video game, a pac-man space invaders type game. Doesn anyon eknow any programs I can download or buy to start a project like this? I'm looking to spend max like $200. I want a really good quality designer, and I have to code and program myself(Can use help) so if you think you can help me I'd really appreciate it.

That might be hard to do, what about getting a old PC game like DOOM II / Duke Nukem that lets you make custom maps for.

Or, you could get RPGMaker for the Playstation and make your own top down RPG! :D

As far as building a pac-man like game. Should not be hard at all... granted you should be somewhat well versed in the programming language you intend to use. A friend and I created a street fighter like game from the ground up in high school. We stole some graphics, but the code and everything else was all ours. Good luck to you!!!
