They kind of botched that one in the clip. If you had seen the original, the two cars pull all the way up to the stager rather than stopping at the line of when they are, well... staged. Once they get up there the stager puts both arms above his head and drops them like someone would do in a street race. What you see is him backing them up after that.

Loved it when that car got pulled over for doing his crappy donut.
