just finished watching Super Troopers today (not like it's a clear representation of the police department but anyway) and left wondering if quotas really do exist? i've found that most of my tickets have been issued at the end of the month with only 1 exception that happened the first week of the month...do quotas really exist for budgeting reasons?

All kidding aside, quotas are illegal in most, if not all, states. I'm sure, though, that cops catch hell if their performance is lacking in a particular month. I think the effect is essentially the same.

Quatas are very real (even through it is ture that in most states they are illeagal)
In Washington we just past a law (click-it-or-ticket) that gives cops the right to pull you over if you do not have a seat belt on (total BS but for another topic) but in any evnt the have to issue a minimun amount of tickets or else they are not eligable for cash from a special fund created to pay for the overtime used to issue all these bogus tickets.
Now if that is not corruption at the highest state level I don't know what is :-(

I was part of a test audience that rated this movie. I still don't know if I saw the movie with the same ending that everybody else who paid a ticket saw. Damn if I spend any of my own money to find out. In my feedback form I told them to bury the film in some salt dome someplace along with the nation's nuclear waste so that it would be safe to the human species for the next million years or so, but they ignored me. Sorry, I did my best. I wish they used the producers for the bullet proof cup test.

Knowing many cops (my father included) I have asked this question to all of them at one time or another and here is the cops answer.

Quota's do not exsist, however if one guy on the force is writing 200 tickets a month and you only write 50 you will get your A** chewed by your boss, and if it happens enough you will be put on probation and maybe looking for work.

Official quota's do not exsist, they are illegal :)
