Does this totally replace the stock one or what it doesnt have the rotary emblem part??

There are replica Autoexec lips available. Search for a VIS or Siebon.

all i want to know is if this will replace the other one or go over it cuz it doesnt have the lil rotary emblem in the middle

did you break the black plastic lip under the bumper? if so you still need that peice to be intact for most aftermarket lips

yeah thats what i broke. i cant find it on ebay or here if somebody knows where to find one of those let me know please i hate the look of the front without it
