I saved up around 300 dollars to spend on my white 8, I was thinking of getting blue parking and fog hids, a caback (HKS), or possbily tien lowering springs. So i'm looking for opinions what would you do if in my situation?
(my friends dad owns a body shop so i would get resonable rates there)

get a lip or a used cf hood... or springs iono all good options...

I wouldn't buy an exhaust. Something about that says ricer, unless you get the right one. and even then, that's a mod you don't enjoy as much. Your radio will drown it out, etc. But springs you'll see everyday, and a SS you'll get to use everyday.

(Personally I have gains with the single exit HKS hi power exhaust and RB midpipe or no exhaust and I think dual exhaust are more ricey then anything IMO and single exit looks better IMO) I'm lowered on coilovers with sways which add a great improvement over springs but you could wait a little longer (which should not be too long) and buy a shock/spring setup or buy sways if you want performance. Trying to listen to the radio when you are actually pushing the car is just stupid and takes away from the driving experience unless you are just cruising around I guess. The point is that you have $300 and you are not to far off from buying something better than just springs alone (sways). Then again IDK how long it took you to get that $300.

The OP opened up the discussion when he mentioned catbacks.
Midpipe is a dual mod, because as you approach me, the sound makes your car appear to be fast, but in this case, it actually is. Whereas a Body kit, springs, etc will make you car appear like it "could" be fast, which is false advertising.
The whole point of look mods, is for impression, but I say

If the people outside your car can see what it looks like... you're not going fast enough.

Then again, there is nothing wrong with making a car look good for yourself. For $300 i wouldn't put a dime on an intake or exhaust because frankly it yields next to nothing. Basically comes down to money for sound. Midpipe is a good choice, although your friends or cars behind you are not going to like you.

yeah he did say exhaust somewhere. Lowering springs since you only have $300

+1 on springs.. makes your car look 100x better
