Does anyone know of a mailing list that can be purchased that relates consumers to their current vehicle? Current privacy laws prevent this information from being distributed by Departments of Motor Vehicles.

I'd guess any company that specializes in mailing lists could help you- try the classifieds of Ad Age or Brand Week. That's where I always see ads for lists like this.
