Doesn't gutting the cat = illegal and fail to pass emissions testing?

it will fail emissions check so all you do is swap your oem cat back on a few days before the test then take it back off again.

PM'd.

I started my 8 up this morning and my check engine light came on, so i read the code w/ my COBB AP and its
P0037, which from doing a little research looks like the rear O2 sensor.

Do you know if i replace my cat with the high flow cat will it get rid of the check enging light or will i need to still get a new sensor?
