Here are contact info to file your complaints...
http://www.screw-paypal.com/paypal_contact_information.html

PayPal strongly advises its users to contact PayPal via email. Why? It is one more delay they can use in NOT solving your problem. When you send PayPal an email, it goes straight to NEW DELHI, INDIA.

The majority of PayPal's emails are answered by an Indian customer relations firm called Daksh eServices Private Limited. If you want an answer to your question, don't send PayPal an email through their customer service email. It will be "answered" by a trained customer "no service" representative with no authority to help you.

All contact information provided below is current and verified as of June 1, 2008. In order to maintain the accuracy of this information, A full review of this information will be conducted again in 3 months time (August 1, 2008).

actually, yes then.

i sold an item on ebay which ended saturday. guy paid immediately using paypal (kind of). the status of the payment is "On Hold - Ship Now". does this mean he is trying to get me to ship the item before he clears payment on his end? sold tons of items on ebay and never had a payment from paypal come in this kind of status state.

PayPal is owned by eBay, so maybe they can help.

Also, isn't PayPal guaranteed? If they tell you to ship and the payment falls through, don't they have to credit your account?

yeah but you have to ship to the confirmed paypal address and have the person's signature. Or else the guarantee doesn't apply.

paypal sucks! apparently when you click through the EULA screens you give them the rights to take money from your bank account without your permission and you agree to handle any disputes with paypal out of court in their dispute resolution thingy.

only if the funds are available in that persons account. if I ship it and get ripped off. they can only refund me what is in his account. if he has a balance of $0 in his paypal account, I lose everything. had this happen previously with a dvd player I sold.

yea and you can be sent a box of bricks instead of what you actually paid for and paypal won't do anything if the scammer has a tracking number....

Never had any issues, but I absolutely refuse to use it for any large purchases. A game here and there and basically never anything over 20-25 bucks. Linking to a bank account gives PayPal way, way, way too much power over your account (and potentially credit report) for my comfort.

The only time I use paypal for larger sums is if I know & trust the person on the other end.
