For $6000 u can find one with an upgraded turbo like an evo3 16g and make 300-350 hp like an evo or bolt on a cheap Holset turbo used by Dodge diesel pickups and make 400+ hp. Very fun and cheap cars to mod. Ive modded 2 90-94s that never saw the back of a Mustang for long.

This depends on how much money you want to spend when modding. For 6k, you could pick up an 99-01 Subaru Impreza 2.5 RS. Then do a version 8 STI swap, it's pricey though, like 10-12k, but you would have a turbocharged, AWD boxer engine, and a transmission that can hold 700 wtq, basically have an STi but only pay insurance for a Naturally aspirated Impreza. And it weighs about 2800 lbs. and gets like 22-24 mpg. But like I said it depends on how much you want to spend modding.
Another vote for the Miata - lots of parts for modding, a lot of similarities with the 8, and a huge community backing it up. I suppose it's like the Mustang that Expo has suggested, only handling over power.
