The heat shield on the catylatic converter was draging on the ground so I tried ripping it off and accidently cut the wires for the O2 sensor in the cat and this shut the car down instantly. So I spliced the wires back together but the car won't start, must have blown a fuse or grounded out something.
Any advice on what fuse to look at or a way to reset the system?

 

There are two or three fuses at the top of the fusebox marked 'engine' - they are for the ECU.

You better hope one is blown......
