Yah you can use it most anywhere. The brochure said it probably wouldn't work for pay at the pump so I never tried. But I used it all over. Going out to dinner, buying groceries at wal-mart. Anywhere I needed to buy something. It was nice. I wish I had a couple hundred more of those cards. Won't have to spend any of my own money for months.

I wouldn't use it at the pump either... The gas pumps pre-authorize anywhere from $30-$90. That is why they suggest that you don't use it for that.
I have $6.45 left on mine. I will go to the gas station and go inside and hand them the card, then I will pump exactly what is left and then throw it away.

You can just add more money to make up the difference. "Q: What if Cardholders want to buy an item that's higher-priced than their Card value?
A: You may typically supplement the purchase with cash, check, or credit card to purchase higher-priced rewards

If I remember correctly the brochure states -if you use card at a resturant, they automatically add 20% as a tip.

Well, they don't add a 20% tip, they pre-authorize for a 20% tip; to make sure there are enough funds available for you to tip up to 20%.
And I did use it at a gas pump - once. It charged (pre-authorized) $90! Several days later the charge was corrected. I haven't used it at the pump since.
