For the first time, I noticed a small access panel on rthe ear of my car in the black area. Is this to an emergency fuel shut-off? We were rear-ended and it popped open. Did some searching, but could find no clues. It could be I am using the incorrect terminology. Thanks in advance.

Please disregard. It looks like there is supposed to be a tiedown hook behind the gray cap to used with an eyelet. Do not think I would trust that for transport.
