If its a city or state road, start at the DOT....It may or may not work, but thats all I can think of. If its a private parking lot, as I've had problems with twice, find out who owns the Property. I hit a pot hole that was at least a foot deep and full of water in my old Jeep. It busted the shock and bent the wheel. It was a Kroger's and they gladly paid for the repairs, but be nice about it.
Sorry about your car. We have the same issues here in Chicago. Becasue of the horrible winter we've been having, the potholes are just everywhere. The City has a hot line where you can claim your damages. Although, ours isnt limited but reviewed on a case by case basis. Good luck!
If it is a state highway, caltrans will pay out almost no questions asked. Just dont call the CHP, they will put you at fault for a crash unless the hole is not visable.
