HID refers to the technology - High Intensity Discharge - while Xenon is the gas inside an HID bulb. Xenon is just the gas inside the bulbs, HID is a lighting technology in which the bulbs doesn't have a filament. The super bright bluish light comes from an actual electrical arc jumping across two electrodes inside a Xenon filled special bulb. A very high voltage circuit causes this electrical arc by ionizing the gas as mentioned above. Now it will not be as bright as the stock 4000k bulbs because the higher you go, the less light output.
