Almost every turbo kit makes a lot of boost (some even make full boost) by 3,200 - 4,000 rpm. Given a situation where you want a lot of power, you just make sure you're at 3k rpm and you are golden. To the OP, I would recommend searching more. This has been beaten to death. The is no singular BEST solution. Every system is different and thus has it's advantages and disadvantages and suits each aspect in a different way, plus everyone has their own preferences.
